Intensive Out Patient Care

Founded in 1980, New Horizon Care Centers (NHCC) is a multi-service organization that provides residential and outpatient addiction treatment services and mental health counseling. We specialize in co-occurring services, including pregnant and parenting women (PPW), men's treatment, and gambling services. To better meet the identified long-term needs of our patients, we also offer low-income housing for women and men.

NHCC honors the dignity of all persons and provides tailored, nurturing care to those suffering from substance abuse, violence, homelessness, and mental illness.

We view chemical dependency as a chronic, systemic, progressive and, when left untreated, fatal disease. Therefore, we offer promise, hope, and the courage to set realistic goals, while also working to strengthen each client's self-confidence and self-esteem.

Women & Children Inpatient Program

The Isabella House Women and Children's Program is the only program of its kind in the Inland Northwest. The Isabella House, a six-month inpatient program, serves women who have children and/or are pregnant and who suffer the effects of substance use and abuse. Our services (e.g., parenting programs, therapeutic childcare, group/individual therapy, life/employment skills, HIV/AIDS education, transitional housing, etc.) develop and amplify each client's parenting and life skills.

Isabella House patients utilize two discrete state-level assistance programs, Pregnant & Parenting Women (PPW) and Temporary Assistance for Needy Families (TANF). PPW assists women who are either pregnant or parenting young children. The children are housed with their mothers and are a factor in determining program eligibility. TANF also serves mothers with children, but the children may or may not be in the custody of their mothers.

Therapeutic Childcare, a licensed therapeutic childcare program, similar in many ways to an Early Childhood Education and Assistance Program (ECEAP), was established in 1993 to meet the needs of our parenting women. Located adjacent to the Isabella House, the Center can serve up to twenty-one children from infants to age five. While moms participate in treatment, their children partake in developmentally appropriate programming furnished by staff trained in early childhood education and behavior management.

Childcare Center programs and services include: play therapy, self-esteem building, floor exercises and "Tummy Time", self-help and social skill building, outside play, sensory integration, cognitive activities, small/large motor skill development, etc. Staff also leads family interventions when necessary to modify parenting behavior and/or the child's environment to eliminate/prevent a child's dysfunctional behavior. Low staff-to-child ratios are maintained and several staff members are fluent in American Sign Language.

In addition, each parent visits his or her child's classroom for one hour per week for a parent lab (observed interactive parenting), under the tutelage of a credentialed staff member. During this time, the parent may ask questions and observe the interaction of her child(ren) in the classroom. This also gives staff a chance to observe the parent's interactions with her child(ren) and model appropriate discipline, communication, bonding, redirection, and teaching techniques.

NHCC receives state funds for therapeutic child care under the Medicaid (Title XIX) State Plan, which covers children suffering from abuse and neglect.

The Parent-Child Assistance Program (PCAP) is a paraprofessional home visitation model for extremely high-risk substance abusing women. There are three program-inclusion criteria: (1) chronic alcohol and/or drug use during pregnancy, (2) little or no connection with community service providers, and (3) inadequate or no prenatal care.

The program uses a consistent, three-year case-management approach, which is an effective complement to traditional substance abuse treatment. Advocates initially visit client homes weekly and then biweekly or more/less frequently, depending on client needs. Case management focuses not only on reducing alcohol and drug use, but also reducing other risk behaviors and addressing the health and social well-being of the entire family.

The program does not provide direct alcohol/drug treatment or clinical services, but instead offers consistent home visitation and connects women and their families with a comprehensive array of existing community resources. Advocates link clients with appropriate service providers and work actively within the context of the extended family. Clients are not required to obtain alcohol/drug treatment in order to participate and are never asked to leave the program because of relapse or setbacks. Advocates track missing clients, stay in contact with each client's family members, and provide ongoing advocacy services for involved children.

The Outpatient Counseling Services program assists patients with identified problems associated with substance abuse (gambling, financial problems, failure in school, domestic violence, child abuse, etc.). For these patients, we provide individualized treatment plans, family support/counseling, financial counseling, and aftercare in both individual and group therapy settings.

New Horizon Care Centers, Inc. Sun Ray Court men's program is designed to serve multi-ethnic and culturally diverse men.Progression through the program is determined by the patient's own participation in his recovery. All patients will get out of the program what they put into the program. They are responsible for their own recovery. Our educated and certified staff are here to help our clients help themselves. Each patient is assigned a primary counselor who coordinates with community resources to assist the client in meeting his needs and goals.

New Horizon Care Centers offers transitional housing, a clean and sober environment, for both clients and individuals that have finished a treatment program.
