Helping Open People's Eyes Inc. was founded in March of 1990 specifically to reduce recidivism and of the criminal justice offender and assist in the recovery, rehabilitation, and successful reintegration of the offender back into the community. John Weatherred, H.O.P.E. Inc's C.E.O. and founder, began by volunteering his time with thirteen group members inside the Johnson County Law Enforcement Center in a pilot program with innovative methods of treating the resistant criminal justice client to bring about positive changes. The program was designed to promote recovery from substance abuse, cognitively restructure criminal thinking, and provide tools for successful reintegration into society. John knew that the "just say no" concept of combating the war on drugs was a small drop in a vast ocean of components needed to successfully maintain recovery progress and reduce the recidivism of criminal justice offenders. John knew the criminal justice system needed a simple, yet effective plan to teach offenders exactly what they were "saying no" to. He also knew that without motivation, action, and desire to obtain and maintain the goal of recovery, progress would be short lived. Thus, through thirteen years of experience and massive input from the criminal justice offenders who have gone through the program, the H.O.P.E. Inc. Plan of Action for the Criminal Justice System was born.the book and workbook In Search of Good Orderly Direction.

As recovering success stories emerged from the jail classes, the Johnson Somervel CSCD contracted the program fro non-incarcerated community supervision offenders as well. Through continued successful documented results, the program has continued it's expansion to numerous counties and continues to positively impact offenders, their families, and the communities in which they live. When the S.A.F.P. Program was initiated in the State of Texas, the H.O.P.E. Program was used as successful model of the treatment team concept within the community and assisted in the development of the idea. H.O.P.E. also presented the idea (and had one of the first) "circuit rider" counselors in the State of Texas for rural areas. The "circuit rider"counselor would travel to rural areas and provide substance abuse counseling for numerous CSCD's with criminal justice offenders in the course of a week.Our qualified staff of licensed professionals are carefully chosen and receive continuous training on methods to positively impact the resistant criminal justice clients we serve. H.O.P.E. Inc. is certified as a Continuing Education Provider for continuing education credit (CEU's). H.O.P.E. Inc. is a certified Counselor Training Institution and is also certified to teach the State Repeat Offender DWI Program, the State Drug Offender Education Program (D.O.E.P.), the (1st offender ) State Alcohol Educatopn Program.  We take great pride in our methods of operation and in our communication and partnership with the county CSCD's, State, and Federal criminal justice agencies and licensing authorities whom we serve. The successful reintegration of the criminal justice substance abusing offender back into society is our mission. The provision of quality, affordable services is our goal. We are proud of the recicidvism statistics (based upon studies by the community supervision and corrections departments we serve ) on the effects of the H.O.P.E. Plan of Action on recidivism. With tweny four years of experience with recovery and rehabilitation of criminal justice offenders, we at H.O.P.E. Inc. take great pride in our successful results. Our goal remains to turn the problem into the solution. Former substance abusers, now productive members of society, become the key ingredient in the successful recovery of those who follow. They play an active role by becoming "new friends" to those who are leaving "old friends." The H.O.P.E. Fellowship Continued Care Meetings ( ran by successful volunteer graduates) assit those new in recovery with the experience, strength, and hope of those who have successfully walked the same path and overcame the same obsticles those new in recovery are facing. H.O.P.E.'s greatest assets are the people that have succeeded in changing their lives through the H.O.P.E. Program. Our greatest testimony to our experience in working with criminal justice clients are the families, the lives, and the local communities restored. Seeing is believing.
