JPHSA's Substance Abuse Prevention Program Battles Underage Drinking & Drug Abuse

With one of the most innovative and successful Partnership for Success (PFS) programs in the state, Jefferson Parish Human Services Authority (JPHSA) is widely recognized as a leader in alcohol and substance abuse prevention. JPHSA, a grantee of the PFS program developed by the U.S. Substance Abuse and Mental Health Services Administration, seeks to address underage drinking and prescription drug abuse among young people. JPHSA teamed with the Jefferson Sheriff's Parish's Office (JPSO) in the past year to achieve these goals.

Substance abuse often begins as early as 10-12 years old. In a recent study, 50.5% of Jefferson Parish sixth graders reported receiving alcohol from home with parental permission.

"Underage drinking is a community problem that requires a community solution. Our approach is multi-tiered," said Jennifer Phillips, Assistant Director of Behavioral Health Community Services at JPHSA. "We bring the beer goggle drunkenness simulators into the schools and talk to students about early alcohol use and make them aware of its impact on long-term brain function and their relationships. We don't want them to predispose themselves to addiction. And we also are committed to supporting the enforcement angle as well."

Since a recent study found many young people in Jefferson Parish purchase alcohol for themselves in a store alone without a fake ID or adult, teamwork with JPSO played a key role in JPHSA's initiative. Sheriff Newell Normand worked diligently to address the underage drinking problem for years. Over the past year, JPHSA joined JPSO's efforts by supporting alcohol compliance checks. In addition, JPSO, JPHSA, and others promoted updates to the Alcohol Beverage Ordinance that impose stiffer penalties for vendors caught in violation of the law.

JPHSA also conducts the mandatory merchant education courses for businesses cited after compliance checks. These responsible alcohol courses educate staff about the legal and ethical ramifications of selling alcohol to underage patrons. The curriculum emphasizes the science behind the life-altering consequences on the brain development of youth.

U.S. Health and Human Services Awards Health Center Quality Improvement Funding to JeffCare

The Health Resources & Services Administration (HRSA) of the U.S. Department of Health and Human Services (HHS) recently announced a Health Center Quality Improvement award for JeffCare, a program of Jefferson Parish Human Services Authority (JPHSA). JeffCare provides integrated primary care and behavioral health services from two Health Centers in East Jefferson and West Jefferson.

This HRSA award recognizes Health Centers that display high levels of quality performance. Health Centers can use the funding to develop Quality Improvement systems and infrastructure and improve care delivery systems, including enhancing health information technology. This funding will help JeffCare continue to grow and improve its service delivery in Jefferson Parish.

Since its roots were first established in 1989, JPHSA has been driven by a mission to help individuals and families in Jefferson Parish affected by mental illness, addictive disorders, and developmental disabilities to live full, healthy, independent and productive lives to the greatest extent possible, including the integration of primary care into clinical services through its JeffCare program.

JPHSA's Support Services Supervisor Delivers Peer Support Specialist Graduation Address 

Jill Estes, a Support Services Supervisor in Behavioral Health Community Services at JPHSA, delivered the keynote address at the Louisiana Office of Behavioral Health's Peer Support Specialist training graduation on August 19.

The Peer Support Specialist training is an intensive program that lasts two weeks and requires successful completion of a 76-hour course. The program plays an important role in behavioral health care at JPHSA and throughout Louisiana. Specialists help others access care, advocate for themselves, and identify and achieve specific life and recovery goals.

"Peer Support Specialists are very valuable to help bridge gaps," said Estes. "They provide support for individuals receiving behavioral health care. They help individuals connect with the resources they need and show them how to really be an advocate for themselves."

Two new Peer Support Specialists in Behavioral Health Community Services received their certifcations last week as well. They will work closely with individuals receiving behavioral health services and assist them with achieving their wellness goals. 

JPHSA Urges Hurricane Preparedness for Persons with Special Needs

With the Atlantic hurricane season in full swing since June 1, Jefferson Parish Human Services Authority is urging persons with special needs and their families to make preparations before any storms hit the area. After three relatively slow years, U.S. government forecasters are expecting a near-normal hurricane season. Individuals with disabilities, others with access and functional needs, and all who assist and support them should take special care to protect themselves this hurricane season.
