Whiteside County Health Department (WCHD), established in 1966, has developed into a full service comprehensive agency with approximately 140 employees. Not only does the WCHD deliver the traditional public health services like environmental, immunizations, infectious disease, and maternal/child health, but it also provides primary and preventative medical, dental and behavioral health services through a federally funded community health center. WCHD oversees the county’s mandated Animal Control Department.

The health department was established in 1966 for the sole purpose of providing home care to Whiteside County residents. Whiteside HomeCare hit its stride in the 1980s through the 1990’s with 35 nurses doing over 33,500 visits a year. Once home care became competitive with hospitals and private industry getting into the business, Whiteside HomeCare began to downsize and finally closed in 2015 to concentrate on other unmet needs in the community.

The Whiteside County Community Health Clinic (WCCHC) was established in 2006 in response to a lack of access to medical, dental and behavioral health care in our community. It is a federally funded clinic that provides services on a sliding fee and no patient will be denied services based on a person's race, color, sex, national origin, disability, religion, sexual orientation or inability to pay. Besides providing services to the self-pay patient, WCCHC accepts Children's Health Insurance Programs, Medicaid, Medicare and third party insurance payments. In 2014 the clinic served 12,478 unduplicated patients at over 50,000 visits. The WCCHC is a “Patient Centered Medical Home” level 3 nationally recognized clinic. The clinic’s progressive leadership facilitates new programs like the “Behavioral Health Integration” program where patients are evaluated at medical visits for depression and alcohol/drug abuse and given time with Licensed Clinical Social Workers to assess readiness and willingness for treatment.

Public Health programs cover a full range of clinical, educational and enforcement programs. WCHD has three locations: the administration/environmental health building in Morrison and the maternal/child health/ community health center and the animal control buildings located in Rock Falls. Funding for WCHD comes from a variety of sources including grants from both the state and federal governments, fee for services, and Whiteside County taxes.
