For nearly 40 years, Sumter Behavioral Health Services (Sumter BHS) has specialized in the prevention, intervention and treatment of drug related problems. Advisory groups, interagency councils and surveys help Sumter BHS to identify the needs of the Sumter community. The Board of Directors of Sumter BHS (appointed by Sumter County Council) helps Sumter BHS to achieve this goal and provide quality service.

Sumter BHS?s vision is to bring about a substance abuse-free Sumter.

The Administrative Offices, Intervention, and Alternative Services Division of Sumter BHS are housed on the third floor of the Sumter County Building at 115 North Harvin Street. Sumter BHS facilities are located in various parts of the city, increasing accessibility and making possible a wide range of services.

Sumter Behavioral Health Services is divided into 4 main areas of concentration.

Prevention, which offers outdoor adventure, in-school prevention programs, community prevention, and women?s issues education.

Alternative Services, which offers the Alcohol, Drug, and Safety Action Program (ADSAP); Pre-Trial Intervention (PTI); Probation, Parole, and Pardons (PPP) program; Adolescent Services Program (ASP) and the Court Program.

Treatment, which offers day and night programs, HIV/AIDS education,  an Intensive Outpatient Program (IOP), and Intensive Family Services (IFS).

Residential, which offers a six bed social setting detoxification center (The Freedom House) and a halfway house for those between institutional living and a return to society (The Liberty House).

Community Prevention: The purpose of the Prevention division is to educate the public on the use and effects of alcohol, tobacco, and other drugs. The prevention staff participates in a wide variety of community activities and exhibits throughout the year. Please give us a call if you would like for us to participate in your school or church health fair. We are also available to speak to groups of all ages on substance abuse prevention.

Women?s Issues: Poverty, HIV/AIDS, sexual harassment, physical and emotional abuse are some of the many problems affecting the lives of women today. The Women?s Issues Program provides information to the public on these issues through a series of educational presentations, issue specific workshops, and learning materials.

The prevention center also houses a library of public information including brochures, literature, and videotapes.

Evidence-Based Prevention Programs: Prevention continues to become more scientific and evidence-based. Currently, we offer a program to middle school-aged children entitled, ?All Stars.? This program can be  taught in school or after-school and consists of 10 ? 13 sessions of fun, interactive activities designed to get youth thinking about their futures and how to avoid risky behaviors that will affect the quality of their lives.

Outdoor Adventures: Focusing on both individual accomplishments and teamwork, ?Ropes? courses are designed to enhance interpersonal relationships as well as participants? self-esteem.  These interactions lead to better functioning in groups in the workplace, in school, or as a part of the community.  The Ropes Course involves both high and low components in an outdoor woody  setting. ADSAP:  An acronym for Alcohol and Drug Safety Action Program, deals specifically with individuals convicted of driving under the influence. By working directly with the DUI offender, ADSAP attempts to reduce the number of alcohol and other drug-related incidents resulting in death, injury, or property damage.  The South Carolina Alcohol and Drug Safety Action Program (ADSAP)  is a statewide education and treatment program for:

Individuals who are convicted of driving under the influence (DUI).

Individuals who are referred by the South Carolina Department of Natural Resources for boating under the influence (BUI).

Individuals whose licenses are suspended through the state?s Administrative License Revocation (ALR) procedure.  Drivers fall in this category under the provisions known as ?zero tolerance? (which targets drivers under age 21) or ?.08? (which is in addition to a charge of DUI for drivers of any age who operate a vehicle with a blood alcohol concentration [BAC] of .08 percent or greater). An individual also is subject to ALR if he refuses to take a blood, breath or urine test for the presence of alcohol or other drugs.

Because thousands of South Carolinians are killed or injured each year in alcohol or other drug related crashes, ADSAP works with  offenders to reduce the number of crashes that result in death, injury or property damage. ADSAP services are certified by the South Carolina Department of Alcohol and Other Drug Abuse Services and are available in each of the state?s 46 counties.  Please select ?ADSAP Questions and Answers? which provides some basic information about ADSAP.

PTI:  Pre-Trial Intervention assists individuals charged with first-time or minor offences. Following an individual assessment, each participant completes a program of counseling, community service work, and a prison tour. Successful completion results in the removal of charges from the person?s record. The PTI program gives individuals a second chance at a productive lifestyle.

PPP:  Probation, Parole, and Pardons program benefits individuals currently in the criminal justice system. After a referral from a local or federal probation agent, applicants are assessed and then placed in the appropriate treatment services (detoxification, outpatient, or residential treatment). Progress is monitored by the counselor and reported to the appropriate agency.

Court Program:  The court program works with individuals who have committed substance abuse-related offences other than DUI. Persons charged with crimes committed under the influence of alcohol or other drugs may be referred for counseling and treatment, reducing the risk of another criminal incident.

ASP (Adolescent Services Program) assists the schools, alternative schools, parents and/ or any agencies that work with the adolescent population.  The goal of this program is to offer treatment services and counseling to the adolescent population and to assist them in becoming substance free and achieving a conflict free lifestyle that allows them to complete their academic goals. Our agency currently works with school administrators, guidance and Principles, as well as probation officers, DJJ and Parents.

Patrick the Packrat puppet show is utilized with elementary schools to teach students about the dangers of smoking.

Treatment takes place primarily at the Family Counseling Center located at 441 N. Main Street. The Sumter Behavioral Health Services provides counseling and support for substance abusers and their families. We provide Community Based Treatment (CBT), which allows the opportunity for participants to maintain a normal lifestyle while receiving counseling support in an individual or group setting. We also offer an Intensive Outpatient Program (IOP) which offers individuals the chance to receive more intensive care on an outpatient basis  while remaining active at work or in the home. We offer Women?s IOP for women only and addresses women-specific issues. We also offer Men?s IOP for men and issues specific to them.

Day and night programs are offered, including programs for women who fall victim to domestic abuse, programs for those with gambling addictions, and programs for smoking addictions. HIV/AIDS Education is also offered at New Alternatives and addresses prevention, education, adjustment, and living skills pertaining to the disease.

Adolescent Services are available for those adolescents who are involved in alcohol/drug use, have had school-related problems (fighting, expulsions, suspensions, etc. ) anger management, legal problems (arrests, DJJ involvement), behavior issues, and crisis interventions. Individuals will receive a complete bio-psychological assessment to determine appropriate services that may include individual, group, family counseling, and drug screening. Intensive Family Services (IFS),  IFS is a program located at our 441 N. Main St. office and is part of the treatment division of the Sumter Behavioral Health Services.  Our program is intended to assist, support and keep families together.  We work with cases referred by human services agencies in our community.

Often families find themselves in crisis.  The children won?t stay in school, someone in the family uses/abuses alcohol, marijuana or other drugs, a family member may be in jail or DJJ custody.  The child may have behavioral issues at home or school or may be on the verge of being removed from the home.  IFS can help stabilize the family via a wide range of support services, counseling (individual and family) and interventions.

Intensive Family Services offers a broad range of intensive clinical services designed to intervene in families where the threat of removal of one or more children from the home may be imminent.  Services are predominantly provided within the home environment of the identified child.  

The identified client for IFS is a child (age 0-21) who may be at-risk of being removed from the home due to family discord, problems at school or legal involvement. The purpose of IFS services is to reinforce and enhance the child?s ability to function at school, in the community and within the family by communicating and demonstrating behavior management methods / techniques and appropriate skills to promote stability and resolve conflict.   

IFS is a 24 week program.  After the family unit has been stabilized and preserved, the IFS Counselor will discontinue services or refer the family for ancillary services available in the community. 

Client Record ? A client record is opened for each child referred to the program.

Ongoing Assessments ? Assessments are conducted to determine the strengths and needs of the child, family, school, peers, neighborhood, community and linkages between the systems.

Individual Treatment Plan ? Mutually developed by the identified child/family and the IFS Counselor in collaboration with the referring agency?s Case Manager.

Individual Counseling Sessions ? Geared to increase self esteem, improve communication and develop coping skills. 

Family Counseling Sessions ? Tailored to address the unique needs of each family in the home environment. 

On-Call Services ? IFS Counselors are available to their families on evenings and weekends as needed. 

Staff/Case Ratios - One full time counselor to five child/family units.

Detoxification:  The Freedom House is a six-bed ( 4 male & 2 female ) social setting detoxification center which serves those who are recovering from the effects of substance abuse and withdrawal. It is a short-term facility ( average stay 3?5 days), offering emotional support and post-discharge treatment referrals.

Residential:  The Freedom House houses 4 female residents while The Liberty House houses up to 9 male residents, offering a homelike environment to those in need of recovery support.

Substance Abuse Professionals ( SAP ) services are available for those individuals who have been suspended / terminated from employment and / or have become disqualified for a Commercial Driver?s License ( CDL ) for violations of the Federal Drug and Alcohol rules and / or under the South Carolina Commercial Driver?s License Testing Act. Services include a bio-psychosocial assessment, referral for treatment or education, follow-up evaluation and case management.

THIS NOTICE DESCRIBES HOW MEDICAL AND DRUG AND ALCOHOL REALTED INFORMATION ABOUT YOU MAY BE USED AND DISCLOSED AND HOW YOU CAN GET ACCESS TO THIS INFORMATION.  PLEASE REVIEW IT CAREFULLY.

             Information regarding your health care, including payment for health care, is protected by two federal laws; the Health Insurance Portability and Accountability Act of 1996 (?HIPAA?), 42 U.S.C. § 1320d et seq., 45 C.F.R. Parts 160 & 164, and the Confidentiality Law, 42 U.S.C. § 290dd-2, 42 C.F.R. Part 2.  Under these laws, the Sumter Behavioral Health Services (SBHS) may not say to a person outside SBHS that you attend the program, nor may SBHS disclose any information identifying you as an alcohol or drug abuser, or disclose any other protected information except as permitted by federal law.

             SBHS must obtain your written consent before it can disclose information about you for payment purposes. For example, SBHS must obtain your written consent before it can disclose information to your health insurer in order to be paid for services.  Generally, you must also sign a written consent before SBHS can share information for treatment purposes or for health care operations.  However, federal law permits SBHS to disclose information without your written permission:

Pursuant to an agreement with a qualified service organization/business associate;

For research, audit or evaluations;

To report a crime committed on SBHS?s premises or against SBHS?s personnel;

To medical personnel in a medical emergency;

To appropriate authorities to report suspected child abuse or neglect;

As allowed by a court order.

For example, SBHS can disclose information without your consent to obtain legal or financial services, or to another medical facility to provide health care to you, as long as there is a qualified service organization/business associate agreement in place.

             Before SBHS can use or disclose any information about your health in a manner which is not described above, if must first obtain your specific written consent allowing it to make the disclosure.  Any such written consent may be revoked by you in writing.

             Under HIPAA you have the right to request restrictions on certain uses and disclosures of your health information.  SBHS is not required to agree to any restrictions you request, but if it does agree then it is bound by that agreement and may not use or disclose any information which you have restricted except as necessary in a medical emergency.

             Your have the right to request that we communicate with you by alternate means or at an alternative location.  SBHS will accommodate such requests that are reasonable and will not request an explanation from you.  Under HIPAA you also have the right to inspect and copy your own health information maintained by SBHS, except to the extent that the information contains psychotherapy notes or information compiled for use in a civil, criminal, or administrative proceeding or other limited circumstances.

             Under HIPAA you also have the right, with some exceptions to amend health care information maintained in SBHS?s records, and to request and receive an accounting of disclosures of your health related information made by SBHS during the six years prior to your request.  You also have the right to receive a paper copy of this notice.

             SBHS is required by law to maintain the privacy of your health information and to provide you with notice of its legal duties and privacy practices with respect to your health information.  SBHS is required by law to abide by the terms of this notice.  SBHS reserves the right to change the terms of this notice and to make new notice provisions, effective for all protected health information it maintains.  Any new notice provisions will be available upon request.

Complaints and Reporting Violations

             You may complain to SBHS and the Secretary of the United States Department of Health and Human Services if you believe that your privacy rights have been violated under HIPAA.  Complaints will be in writing and addressed to SBHS?s Privacy Officer in accordance with the HIPAA Privacy Complaint Policy that is available upon request.  You may also make a complaint to the South Carolina Department of Health and Environmental Control, Division of Health Licensing, at (803) 545-4370. You will not be retaliated against for filing such a complaint.

             Violation of the Confidentiality Law by a program is a crime.  Suspected violations of the Confidentiality Law may be reported to the Unites States Attorney in the district where the violation occurs.
