Founded in 1970, RAP (Regional Addiction Prevention), Inc. is a not-for-profit health care and human welfare agency specializing in residential substance abuse treatment; HIV/AIDS care; emergency and transitional housing; nutritional counseling; and out-patient primary medical care. Residents and clients are adult male and female District of Columbia residents.

RAP's overarching mission is to promote and enhance human health - physically, spiritually, emotionally and socially. Individualized intensive and comprehensive assessment and case management guarantee an all-inclusive care plan.

Licensed Professional Counselors and Certified Addictions Counselors – supported by the operations and administrative teams – provide individual and group counseling that includes encounter groups, relapse prevention, drug education, anger management, conflict resolution, spirituality, and life skills education. A full complement of aftercare and recovery support services is made available to program graduates and community-based participants.

The Medical Staff – Physicians, Physician’s Assistants, Registered Nurses, Medical Assistants and a Registered Dietician – provide outpatient ambulatory medical care; HIV/AIDS testing and counseling; nutritional counseling and various screenings including hepatitis, TB, prostate cancer, hypertension, kidney disease, glucose and cholesterol.

The Board of Directors of RAP, Inc. is pleased to report that the celebration to mark the 43rd anniversary of the organization was a major success. The ballroom at the Washington Court Hotel on New Jersey Avenue, N.W. was filled to capacity and the level of enjoyment for the evening was off the charts.

RAP, Inc.’s main residential treatment facility, the 50-bed Calvin W. Rolark Center, is set to be completely renovated. The Board of Directors suspended its use for residential services on March 28, 2014. Until the crucial repairs are made, only outpatient services will be conducted in the facility. Currently, our outpatient primary care medical clinic is the dominant activity on site.

The building that has become RAP ‘s permanent facility had been a vacant, decaying 40 unit apartment building. After much hard work, it was transformed into a residential haven for those in treatment for substance addiction. Dedicated in 1998, it has been home to hundreds as they fought addiction and began their recovery journey.

This year, RAP will mark 44 years of providing substance addiction services. Our clients are primarily low-income adult male and female District of Columbia residents and include homeless and formerly incarcerated individuals. RAP’s treatment and housing programs have served nearly 700 individuals each year and the medical clinic has averaged 1,000 primary care visits annually.

While the Rolark Center is being renovated, RAP continues to provide emergency shelter and transitional housing services for HIV+ men in two smaller facilities on the RAP campus, the Galiber House and the Walker-Roberts House.

Board Chairman John Mercer commented, “We know how tough it is for all of us right now. Dollars are dear. But we all know someone who either has received some kind of treatment services or perhaps needs to. I ask you to think of them. And think that this is an opportunity for you to help us help. Meeting the Need; Growing to Lead Twenty-five years ago, RAP was one of the first agencies to recognize and respond to our community’s HIV crisis. Today our full complement of services includes outpatient and residential substance abuse treatment and recovery support services; HIV/AIDS care; medical case management; emergency and transitional housing; nutritional counseling; and out-patient primary medical care. In the coming months, RAP will introduce community-based mental health services.

Seven years ago, recognizing that the need for services was growing, RAP began the process of expanding the Rolark Center as a community based residential facility. The new building is now under construction in partnership with the District of Columbia's Department of Housing and Community Development. Projected to be completed next spring, this expansion will enable RAP to serve more than 100 additional people per year.
